One angle we came up with is a failure to internalise social risk. The idea here that is common in public health is that small individual risks stack up to large potential burdens on health services etc., Social norms thus emerge stigmatising such behaviours and potentially exaggerating risk. Teenagers essentially do not respond to this due to biological factors leading them to shun adult influence. Ill send on more on this.
