Another paper from the Journal of Labour Economics that sounds a cautious note about scholarships for enrolment is linked below (again, may not be available off campus). Their point seems to be that, in this case, the scholarship just encourages students who would have gone to college anyway to stay at the home colleges (in this case colleges in Georgia).
There is an interesting analogue in Ireland where we have very low fees (technically no actual fees but a minor registration fee) in that it may be having the effect of retaining students in domestic universities as opposed to them going abroad. This point has particularly been made at graduate level, where we do have actual merit-based scholarships. There isn't as far as I am aware any literature on the topic related to Ireland.
